Europe is not one IPTV market — it is 27 different ones. Here is which providers work across the region, and where enforcement changes the picture.
European ISPs peer more richly than North American ones — latency between a German subscriber and an IPTV CDN in Amsterdam is routinely <15ms. This pushes buffering numbers lower across the board, independent of provider. The flip side: ARCOM and AGCOM DNS-level blocks are easier to deploy at the ISP-backbone layer than in the US.
